NOTICE OF PUBLIC HEARING ON COUNTY OF ELKHART, INDIANA DECLARATION OF ECONOMIC REVITALIZATION AREA PLEASE TAKE NOTICE that the Elkhart County Council of the County of Elkhart, Indiana will conduct a public hearing at 8:00 A.M. or thereafter on July 8, 2017, during its regular meeting at the Elkhart County Administration Building, 117 N. Second Street, Room 104, Goshen, IN 46526. The purpose of the public hearing is to receive public comment concerning the declaration of an Economic Revitalization Area pursuant to Indiana Code ^6-1.1-12.1 et seq. and to determine whether to grant a waiver of any non-compliance. On June 10, 2017 at its regular public meeting, the Elkhart County Council adopted Declaratory Resolution Designating Economic Revitalization Area and Qualifying Certain Real Estate Improvements and Certain Personal Property for Property Tax Phase-In for Chinook Motor Coach, LLC (Chinook). The proposed Economic Revitalization Area is currently a developed parcel of land located at 29449 West U.S. 33, Elkhart, IN 46516 in Baugo Township. The Declaratory Resolution made the findings required for the establishment of an Economic Revitalization Area pursuant to Indiana Code ^6-1.1-12.1 et seq. The Declaratory Resolution proposes a seven-year property tax deduction and phase-in for real estate improvements and a seven-year property tax deduction and phase-in for certain personal property consisting of new manufacturing equipment and new information technology equipment in accordance with the schedules attached to the Declaratory Resolution. The Declaratory Resolution which contains a description of the proposed Economic Revitalization Area is available for copying and inspection in the Elkhart County Assessors Office at the Elkhart County Administration Building, 117 N. Second St., Goshen, Indiana 46526. The proposed project involves an investment of approximately Nine Hundred Thirty Thousand Dollars ($930,000.00) in real estate improvements, One Million Four Hundred Eighty Thousand Dollars ($1,480,000.00) in new manufacturing equipment and One Hundred Sixty Thousand Dollars ($160,000.00) in new information technology equipment, resulting in the addition of two hundred seven (207) new full-time employment positions with an expected annual salary of at least Thirteen Million Eight Hundred Thousand Dollars ($13,800,000.00) for the new employment positions. The Elkhart County Council will receive and hear all remonstrances and objections from interested persons at the public hearing. After the public hearing and considering the evidence, the Elkhart County Council may take final action determining whether the qualifications for an Economic Revitalization Area have been met and confirming, modifying and confirming, or rescinding the Declaratory Resolution. USDA-Farm Service Agency Notice of Availability Indiana Cass County Draft Environmental Assessment U.S. Department of Agriculture, Farm Service Agency (FSA) announces they will be completing an Environmental Assessment for the proposed construction of a hog facility located approximately 1/4 mile north of the intersection of W Co. Rd. 500 N and N Co. Rd. 1100 W (Cass/White County Line Road) in Cass County, approximately 4.2 miles SW of Royal Center. The primary objective of the activity is finance a new-construction of (2) 4800-head wean to finish hog barns with reinforced concrete underfloor manure storage pits, access drive, mortality pick-up shed, and a well. FSA is accepting comments on the potential effects of the proposed project on protected resources and the human environment through July 18, 2017.
